1.Ate these for 8 year old bikes? 

A.hese will fit any size bike. The battery container attaches to the hub of the wheel and then the lights get wrapped around every other spoke of the wheel.

2.Can i put this on a scooter? 

A.I Honestly don’t know ours never made it onto the bike it was broken and it wasn’t exactly what I expected it to be and I should be clear it didn’t arrive broken little hands I think broke it very easily.
